DEFINITELY NORMAL. Hard is the same game as normal pretty much but you have a lot less margin of error. There's no reason to just bang your head on the walls like this, just play hard on a 2nd run.
Learning the bosses on normal in particular while you're still learning the moveset and parry windows doesn't sounds fun to me, and the mountain boss in particular will hard filter you on hard.
Unlike modern games and most Platinum games or even NG2B, normal is actually the normal difficulty you'd expect out of NG and Hard is actually not fucking around.

I think in general the game just has a weirdly unappealing aesthetic. Yakumo is not a very well design protagonist in my opinion - he just looks dumb and that's probably a small factor. Ninja Gaiden has also never really been that appealing in terms of characters/music and those two factors are incredibly important to normalfags - way more important that gameplay. The game has its flaws definitely but it's not as marketable as something like DMC5 which is a game that looks more graphically impressive and was made so easy a braindead toddler could beat Normal mode. NG4 is significantly harder and I would wager most people will get hard filtered by Sanzeon. The story of NG4 is also not really that great, it's inoffensive but it's just kind of there.

It's because they're good games. That and also game preservation is important to some of these fans and a lot of people don't get to play Ninja Gaiden: Black and Ninja Gaiden 2 Vanilla. Each rerelease of NG1 and NG2 uses the Sigma versions as a base and with NG2: Black they promised a game that had everything from Vanilla and Sigma which was ended up being false. NG4 also has this problem having announced DLC before the game came out with legacy skins being locked behind the deluxe edition upgrade and no unlockable skins in the base game. Combos just have a higher barrier to entry in NG, there are the dial combos (which have utilities of their own) AND all games give you the means to do your own creative combos, they just aren't as obvious, they are probably more skillful than other games in the genre.
