I live in a deep red state, and medicaid for example is basically reserved for old people, children, and certain cripples. That's in addition to the income and asset tests. Food stamps are a little easier, but not much.
Section 8 requires having lived in the projects for a while (2 years?) before you qualify and there are currently no available spots in the projects. Last I heard it was a 9 month waiting list, but it could be longer.

Early professional soldiers are 100/100, next age's are 200/200. All the damage the soldiers are doing are scaled by how many there are. The TLDR is that you should make more higher class pops and have high control of your lands.
Pops have their own percentage of pops that get raised as levies
Peasants raise 2% of their pop
Burghers and Clergy raise 5%
Nobles raise 10%
any percentage buff is just modifying how much levies get raised from this so stacking levy percentage might not give you as much as you would think, 25% more of 2% is not that much unless you have a lot of peasants, so the better way to get tons of levies is to develop towns as you'll get more and better levies from 10,000 burghers than 10,000 peasants. Maintain high control since it's 1 to 1 with how much levies are raised.
