You can just look at a few gacha on steam that have achievements as well. HBR has around 5% on the latest mainstory as well. Now that game is also fairly known for people not clearing main-story, but the latest updates was in February so..

5% isn't ideal, but SR is big, and people might get more interested into it than HBR. I'd not think too much about it. Would be more interesting to know how many ACTIVE players haven't cleared it. And I do believe even that isn't TOO promising.
Still remember when Genshin suddenly started to give out extra rewards for clearing main story NOW. I definitely didn't do that during the Fontaine patches. Word of mouth matters alot when it comes to making players willing to play side content. People played genshin and it had atrocious character quests so people had PTSD about them for ages. Just like how people negatively respond to mascot characters because of paimon. Genshin's writing is legitimately so awful it turned a generation of gacha players into story click-skippers.

Then HSR incorporated the character quests into the main story and that's why you have 8 hour MSQs that're a total chore to get through so they learned nothing in the end.
