Yeah I dunno, they clearly wanted to stick with the Cloud Serpent theme, so without taking away from the ultra-special Sha-Infused pack to pay for, they really could've only just done the Thundering/Heavenly upgrade to Serpent colours added later. Like the Ivory and the Magenta ones.

Though really off the top of my head, they took took the theming of WotLK and applied the Frostwyrm aspect to a Proto-drake rather than just rewarding a normal special coloured Frostwyrm.
So like... Why not that. Like the non-fiery Phoenix's were clearly a thing on Pandaria and had no special effects. Sha-Infuse one of them. A Phoenix literally dripping with emotion.
They got a couple blue(ish) Phoenix options, just Sha-Infuse that with Pride so the Sha element is different coloured to the paid cloud serpent.
I mean I could argue it'd look cooler and take away from the paid mount, but the paid mount for WotLK Classic was a weird bone kite or some shit. The Proto-wyrm was waaaaay better.
