Why is Blizz so stingy with the amount of druid forms they release?

Why hasn't Blizzard iterated on world content since Legion? Every patch zone is the same shit - a short questline, bunch of uniteresting side quests, and then padded out with rares / events that require no thinking or challenge, just boiling down to kill x / collect y / fill the bar slop.

DF at the start had some more actiony cinematics (Wrathion fight with Raz, VoTW cinematic). Now they seem to either be doing shot-reverse-shot, or just not even doing prerendered shit in favor of in game stuff (which has admittedly come a long way but is still always underwhelming).
