The icon of Execution Order that appears on your HUD when you kill a purple guy does not consistently appear.
I know the buff-bar has a bug where active buffs do not show, but that is either in effect or not. This one appears as if it will appear sometimes and then on the next kill appear, and then on the next kill it will not. That's not how the visual big presents.

If the Execution Order buff isn't triggering, then you wouldn't benefit from Malocator and Efficient Killer either.

It can sometimes react faster to trappers than the player reasonably can.
It makes soloing safer by virtue of invalidating hounds and helping against mutants. Yes, it's a crutch. No, you're no a flawless player that never got dogged, stop lying.
It's a homing missile that moves around corners and through shitty terrain to kill entrenched gunners and snipers in hectic situations where you might not even be able to shoot them because there's 5 bulwarks in your face. With Go Get 'Em!, its contribution to shooter sniping is relevant even in havoc.
It passively keeps almost all of your stacking mechanics at max stacks virtually all of the time. This includes execution order (if/when fatshark unfucks it), which is the best keystone, so I'm going to assume it's being taken by default.
It grants you and everyone else 20% TDR and 2% toughness per second, virtually permanently. It can also grant you 5% toughness per second a lot of the time, but I don't think keeping the dog close to you is all that good, and there's better ways of generating toughness.
As long as the edges of all coherency bubbles touch, it counts as being inside it, and the dog can create an extra bubble.

Lone Wolf is quite strong, mostly for the grenade regen, and denying that would be retarded. The strongest grenade is the shock mine, which is kind of ridiculous. In havoc 40, shock mines should in theory be stronger than whatever the dog can do, but that only matters if you need a shock mine every minute. That's the sign of a weak group.

I've had a handful of h40 runs where we accidentally had no downs, but everyone already had true survivor so it made no difference. You definitely don't need a premade or constant voice comms at all, though it's obviously easier to just quickly push to talk and yell "I'm diving the ritual" before you nuke it with grenades, so the team knows not to frantically follow you in panic or whatever and then go down.

I assume you weren't running Go Get 'Em? Because I feel like between the increased aggro range, and its targeting priority for ranged enemies (where even trash become an actual threat in Fading Light II) it's actually a pretty good node in high havoc.
I'm still conflicted about running remote detonation at all, because its damage falls off quite a bit (especially with Go Get 'Em! making it very awkward to use) and most of its utility lies in stunning bosses (mostly burgle), or just taking shock mines anyway. From my experience, for how nice shock mines ARE to have, it's rare to truly need them, and Lone Wolf doesn't seem strictly necessary when grenade pickups are good enough unless there's an immolation zealot in the team taking priority.

No, that's what I was using. It was okay, but it also seemed to prioritize basic ranged enemies including elite and specialist ranged enemies, so it'd waste time attacking dregs and whatnot when it could be killing the reapers and gunners pinning us. Dog just feels really badly designed. I might have been able to justify using it if it's damage was really high, but even then, I don't think so.
Another thing of note was that pinging meant that my dog would then go after an enemy my team would see as "priority" and it'd die before my dog can do anything.
It's also a huge pain in the ass to ping things then attack something else when I could just kill it myself instead of pinging. Not to mention again, someone will see the glowing outline and then kill it, usually assuming it's priority for whatever reason.

Outdated design, but also, only the frontliners get blocking and pushing related talents it seems. Both Ogryn and Arbitrator get buffs for pushing and blocking enemies. They are also the only classes that get shields.
Zealot seems to be a more gung-ho centric design, benefiting you with resistances purely for offensive moves, but with limited options to help you defend in bad situations. You'll notice Arby and Ogryn get a shitload of resistances sprinkled throughout the whole tree, whereas Zealot gets like 5 in total and they're at complete opposite sides of each other.

Veteran's best ultimate is a shout that staggers everything near you, refills your toughness, gives you 15 seconds of "golden toughness" (an overfill of toughness that regenerates itself quickly), and potentially also revives allies.
Executioner's Stance is boring and weak. It's pure damage and no utility. Infiltrate is Stealth and it's retarded and weak and offers nothing.
Ogryn has better weapons than the Kickback, but they're not much better. His ranged choices are infamously poor. His uncontested best is a grenade launcher, which close to trivializes the game even at the highest difficulties.

$40 is a pretty low barrier to entry for an established franchise like Killing Floor I would say. Even if most of the news and hands-on testing reviewing has been negative I think it will still pull a sizable crowd in to test the waters, although it's hard to say if they'll stick around. The fact is that the anon talking about bleed dog being alright is correct. The dog is pretty good, even with minimal investment of Razor Jaw and Voltaic Mandibles. The only real opportunity cost of taking it (since talent points themselves are in abundance in Arbites's kit due to its strength and insanely good tree) is losing regenerating blitzes and the extra charge, which, while significant, doesn't mean you can't do it. It's especially doable if your other teammates are running regenerating blitzes or are psykers, in which case, you can take all the boxes and not lose out on much at all from running dog.

How do I move the bonus toughness using HUD Tweaker? I've set the horizontal and vertical offset for the + symbol and it works perfectly fine, but when I set them for the toughness value itself, only the vertical offset works for some reason. If I open the HUD Tweaker menu while bonus toughness is active, it moves to the position that its supposed to be in, but when I gain toughness while its closed, it reverts to the default horizontal offset instead.
How do I fix this? I've tried everything I can think of and it just keeps moving back to the default horizontal position.

Like you said, the dog might be more useful if it actually did some proper damage, but it doesn't. Imo the dog's own damage, not bleed damage, needs to be buffed by like 200-300% so it doesn't spend 3 business days killing 1 elite or special, so you can use it to quickly chain kill many elites or specials at once. Also another thing the devs need to do is to make the dog ping invisible to other players so they don't kill the enemy before the dog even gets there.

How I'd fix the trash mob problem is that either the dog disregards them or the dog doesn't even pounce them and it bites and claws at the horde mobs so it can deal with multiple enemies at once.

Get Stuck In is pretty great. And it's one of those nice talents that lets you buff your team as ogryn.
I do wish ogryn had a bit more of those buff allies nodes in the tree or debuff enemy nodes, I really want to use brutish strength but the brittleness it applies is only 2.5%.

Good silly fun with friends. Regular highest difficulty content is challenging, but the optional modifier to bug speed is kind of bullshit, and the rest isn't really engaging enough. The gacha loot system kinda sucks because some weapons need specific overclocks to really become viable (scout's plasma gun is dogshit without venting), others have overclocks that make the gun worse (sludge pump is better with only stable overclocks). Lots of unrealized potential with player builds, no overclocks for shit like armor, grenades, etc. that would've been really fun, not enough depth overall. Devs seem to have abandoned working on it, in favor of shitting out tabletop content and working on rogue core or whatever, when they should've instead added more actual content to DRG first.
Plays well with randos, most players are actually quite chill and friendly, but being a team game, it's really felt when someone is a tard and doesn't (know how to) use half their kit.
Somehow ended up playing it for over 900 hours.

Kind of defined an entire genre and is still one of the best. Characters and lore have unexpected depth to them, if you care about that. Gameplay is very basic in a good way, because most of your video game skill (short of map and other meta knowledge) directly translates over to L4D, so anyone can pick it up and play it casually. Difficulty can be a bit all over the place with map design, ranging from so easy that it's free, to sweaty panic screaming in mic. Excellent co-op game.
Avoid the PVP. As with many Valve games, both L4D 1&2 were eventually, repeatedly, heavily discounted, and because they also run on potatoes, this resulted in a massive influx of thirdies. The versus scene was practically dead within a year after that, because every lobby was full of thirdies who would either cheat or grief you for not speaking in grunts and runes.

The biggest issue for me with the dog is the pounce ability.
Like I get it, it's meant to be used against high priority targets like trappers, flamers, snipers, etc.
But the problem is that when you ping the enemy to be killed, it sometimes takes a small while before your dog reacts and starts to run after them. And the 2nd problem is that your team mates can see the dog ping as well, so 9/10 your team mates kill the enemy before your dog even gets there.

At least that is my experience with it after having played with arbites and using the dog.

I think the idea was to have this passive helper companion with you -- the issue is that the dogs AI is just garbage. So you take the two nodes to prioritize enemies, but they come with their own issues;

There are times where it gets stuck doing nothing for several seconds because its pathing bugs out, it can and will jump the pounce (into the nearest drop), pounce targeting in general is really weird and inconsistent, and if it's fucked off doing god knows what, it won't respond for a good 3+ seconds.
Also your allies will more likely just kill whatever you ping unless they're currently looking in the opposite direction, so it's only useful for shit like trappers or whatever.

A multitude of reasons. If I ping something, it takes ages to get there. Sure, I can ping and look away, but at the same time, I could have just shot it.
The other issue is that if I ping it, other players home in on it and then my dog runs off to try and kill something, then it dies and it runs back and does absolutely nothing that entire time.
The next issue is that if it leaps, it can often leap off cliffs or outside of the map, this takes several seconds to over a dozen seconds at times for it to appear back at my side.
Then we have things like "Go Get 'Em" and "Unleashed Brutality" which are supposed to change the way the dog acts, allowing you to choose it's enemies so you don't have to ping in return for automation. In reality, "Go Get 'Em" will cause it to also attack Dreg shooters, literal trash horde enemies instead of Elite and Specialist Gunners. Wasting it's time killing garbage and doing nothing. While "Unleashed Brutality" has almost no range and a trapper can be on top of you, already firing before it will trigger and attack it. Making it a worthless talent.
Lastly, it can outright just get stuck and break for several seconds, not triggering anything unless you ping, but that then goes back to other issues.

And before someone has a meltdown, I still use the Dog. Because I want to play the unique pet class. But the dog really is BAD.
On Havocs, I mostly only use it for Canine Morale and Part of the Squad. That's basically it.

This is more of a player issue. Seeing other arbites ping helps me pick a different target for my dog. But my retarded teammates just treat it as invitation to killsteal. Still I'd rather keep it the way it is, maybe implement different colors for different players. Teammates would find another way to grief me anyway, and the way it works will make it annoying if everyone could see normal ping blink before dog ping is applied
What dog really needs is for swedes to fix their math and make it do 100% damage and bot 200%. If they want bleed to be stronger it should apply more stacks and have higher stack ceiling, not retarded +100% modifier slapped on top.
If I see a +25% damage modifier in the tree it should be +25%, not +12.5% because retarded swedes made a 200% baseline.
But this problem is not exclusive to dog or arbites, this entire game is like that.

Hop into the psykhanium, command your dog to attack something, and do nothing yourself. Even Power DI will still flag it as dealing melee damage. Whatever the companion damage number reads, the dog likely deals at least twice as much damage, potentially more with DoT which is also attributed to you as the player.
If my dog deals an effective total of 200-300k in a maelstrom game, that's more than some of my teammates do, except the dog actually helps me against disablers unlike the drooling, floor hugging smigger.

Because you ignored targeting keystones like a sane person and your dog follows you around, kills grunts behind your back, is always prepared to lunge at a mutant before it even grabbed you and breaks lines of maulers which is sometimes annoying if you're on vet or psyker and want them lined up. They copied a build from gameslantern and they all have a keystone that makes the dog fuck off somewhere, and if they are extra stupid (which is very likely) they copied one of the top 2 builds on the website and neither has voltaic mandibles.
