1. SOUL (or at least human soul) is much weaker in deltarune.
2. SOUL is only at max power in the Dark World
3. SOUL has to be bailed out by Gaster, but only when the latter finds it interesting to do so
4. With all of the above it's still stronger than any non-SOUL character in a straight up fight
5. It can manipulate reality in the dark world (and more recently the light world too, with the save points showing up in it.)
6. La ruta della espada proves that SOUL can 100% overpower Kris in the dark world
Conclusion? I have no idea yet. But I'm trying to make sense of it.

Susie only learns answers like the last prophecy or the shelter code by doing her own thing, running ahead and snatching the guitar from Kris. If we get a SOULless moment in chapter 5, it'll be Kris trying to do stuff like messing up Asgore's corkboard or otherwise hiding more information from Susie.
