The thing is that the characters in X are not disturbingly ooc compared to say Archie. So most of these differences flew by over the years

Sonic X shows that Shadow could solo Sonic, Tails and Knuckles in a gauntlet.

Sonic X shows that Shadow is better at Chaos Control than Sonic

These two points were reflected in Movie 3.

The Chaotix were very obscure characters so some assumed they were new characters from Heroes. Even then many critics didn't like their voices, found them annoying, disliked their gameplay, and felt that they didn't really add anything to the series. Nowadays they're beloved but back then it wasn't uncommon to see people shitting on them.

Their return was mostly celebrated by older fans

The absolute best thing about the SONIC THE HEDGEHOG franchise is the CHARACTERS. Sonic the Hedgehog himself is the cooler version of Mickey Mouse, and this extends to the entire rest of the cast. They are all perfect mascot toon-ifications of very specific tropes, archetypes, concepts and ideas which gives them all a strong inherent appeal. They're all perfectly designed and constructed all over!

HOWEVER

The implementation is beyond awful. Debut may be a home-run, but at some point, the writing and the game mechanics always end up getting botched beyond belief. And then the bad writing, mischaracterization, bad game implementation, lack of proper presence, being shoved in without explanation.... Every single one of these characters gets ruined by something, inevitably. And that's so frustrating because every single one of these characters are perfectly designed and crafted. And even well balanced, theoretically at least, amongst each other.

There's so much untapped potential within every single character, within the entire Sonic canon, that the fact that Sonic Team has been so bad at actually handling it at all is just mind-bogglingly frustrating to no end!!! AAAAAHGGGGGGGGGGTP:GJ(R:PGRPEJGIEO{G*HIK"FEJGT*

Charmy went from a moody high school sprinter to an annoying kid and Espio went from a serious ninja detective to the comic relief straight man while Vector lost his faith and turned into a generic detective character all while all of them are broke and struggling to pay rent and the cherry on top is that SEGA revoked their Visas to Classic Sonic so they're stuck in Modern Sonic games.

Heroes was a disaster for the Chaotix. It was better that they were vaulted like Mighty and Ray were so they had a legit home in Classic Sonic.

It's not a good look because it's not meant to be. It's showing Tails at his lowest. It should make you feel sad and angry. If Forces executed its plot points well, there would have been a setup and a resolution, the sad and anger would have been explained well within the story itself and there would have been a payoff later on. Instead everyone (myself included, for years) thought Tails was OOC in Forces. We didn't want to accept it because the presentation didn't justify it well. But it is in character, and denying this is causing problems. It is actually making Tails OOC, and giving reasons as to why it's a good thing for him to be OOC. We misinterpreted Tails' story in Sonic Adventure as Tails' character permanently changing into something it originally wasn't, when in reality it is exploring something that was always designed as part of the character. Ian's script for Frontiers was written acknowledging this criticism and this conception of character development, which is a huge problem. Ian's script for Frontiers takes the characters, makes them say they will become something they weren't designed to be, and then tries to pass it off as character development. The game ends with Tails literally saying that in his next appearance he will be unrecognizable (in other words OOC) and that this is somehow a good thing because in Forces he was inconsistent and OOC (not true). This was praised as doing justice to Tails' character after the failure of Forces, when in reality it is the exact opposite. The Forces writers understood the characters despite failing to communicate them properly to the audience, Ian's script for Frontiers invents excuses to justify OOC behavior
