Quality wise, Greeks aren't at the top, but they have such insane quantity of top-heroes that there's no contesting their position. There's like 3x the number of the others.

Mesopotamian servants are smaller in number, but they're all extremely high quality. The weakest Meso servant is Semiramis, who is still a big player by Apocrypha standards.

Camelot might have the highest quality, but it's concentrated to a very small number that have alternating and unstable kits. They'll be the ones wanked the hardest by the narrative though.

India is just wanked in general. Basically every one is a top-tier servant. The weakest is Duryo I think. Problem is that they've capped at Karna for ages, who is basically Achilles level and below Heracles. Recently, Ashoka might have broken that ceiling.

Celts are literally just Cu and Scat. Awful.
