In Vanilla they made sure to have various shit stirrer npcs in positions of authority. Horde had Magatha Grimtotem and Varimathras undermining peace while on the Alliance you had Fandral Staghelm and Lady Prestor(Onyxia).
For example if not for Fandral then there being any conflict at all between the Night Elves and Thrall's Horde would have never made any fucking sense from day 1.

The issue is really the alliance are just written as purely ontologically good and so it's always gonna be good guys vs bad guys, so any morally gray writing the horde have just doesn't matter.
