Yup that card is very powerful especially when you get it to 3 or higher. I think all these youtuber builds really underplay how it's probably the most important part of the build because the difference of level 1 to level 3 of that card is me barely having the time to kill him vs killing him comfortably. You can just stay ducking the entire time on the pipe I think when his shield goes down he isn't technically looking at you or it could just bee bugged because it procs for me every time.

When I think more about FNV lore, I think, realistically, the big area I circled in red should have been core of the New Vegas state area, composed of proto Boomers (just various survivors that would take Nelis guns and settle around lake Mead for farming) and then the Strip, with House revealing himself earlier (than he did in game lore, and not to NCR but to proto Boomers) to leverage his robot and built up casinos (and more importantly his tech know how) in alliance to proto Boomers, maybe repair the Dam early. Other, smaller, areas could have smaller farming and husbandry communities where there are water sources for it.
New Vegas at large would still largely be ruins only used for scavenging old tech and then lay abandoned, because there is nothing else actually to do there, you need water and soil for farming and survival, after all, while actual core would shift towards the lake.
But that would completely change the narrative of the game. NCR and Legion, if they exist in this timeline, would meet already build up state, one that might be already expanding beyond Mojave at that point, anyway.

You need 2 Perception, 3 Strenght and 6 Intelligence, spend all the remaining points as you wish.
6 Charisma is desirable if you want to build settlements, 7 Agility for stealth, 8 Luck for Grim Reaper's Sprint and more Perception and Agility for more VATS stuff

There is no level cap, but you will get all the perks around level 250. If you don't use bugs and other crap and just play the game you will be somewhere around level 60-70 by the time you complete everything the game has to offer. The highest level perks require level 50.

2 Perception is required for a perk that increases damage for non-automatic rifles. There's a sniper perk that requires 8 Perception but it's pretty meh unless you play through VATS

I never did that. First of all, there is no benefit of doing that gameplay-wise, second, those "companions" ("henchmen" would be a more fitting term though) do not provide any sort of reactivity, which is precisely the thing that makes companion feel alive, and at which Cass was so much more verbose than any other companion, Obsidian had to nerf her.

NV companions barely offer any reactivity anyway, and I frankly don't want it. I can roleplay that shit in my mind, creating stories out of what is happening in the game, it's even better considering that games demand some level of suspension of disbelief.
Also, I play with JSawyer Ultimate hardcore mode (reduces carry weight quite a lot), so some of the companions are useful for carrying stuff.

Do you know what I love most about the Fallout Show? People rush to play the games after watching it and find nothing from the show.
Although NV and the original games take place on the West Coast they have nothing in common with what happens in the show, they could just as easily be different franchises. The same goes for Fallout 3 and 4, where the only thing they have in common is the BOS and even they look and feel completely different.

Because you have four major endings, that also are vague enough for people to put their headcanons in, but also concrete enough to get attached to, where you will disappoint a lot of people if you pick one option. That's what Bethesda thinks Fallout is about, but even FO2 wasn't particularly silly and zany, more like sarcastic, caustic and even somewhat mean-spirited. You can upgrade its stats and it cycles randomly through various weapon you unlock for it. It also repairs on its own and you can deploy it anywhere.
There's also a crossbow in the mod that has several upgrade slots that work on different enemy types, like explosive-coated bolts, poison bolts, chance to get bolts back after shooting, etc. You can slot in whatever upgrades you want on the fly. It also has a communications module and you find out that there's another person in the wasteland with a turret like you. you both end up following in each others footsteps, but you never meet.

The mod author's NV series has its own version, pic related. You can feed her food and other shit guns lol to upgrade her, but she's similar to the turret in function with a bit more personality and can do some unexpected things. Both mods also give you a sort of base area to repair/heal your turret buddies if they hit 0 hp.

But they also have some quite good and memorable ideas and moments. Even FO2, where most of the game is the struggle between independent city-states for important resources, and various schemes of various groups in order to achieve so and eventually come out on top, it was essentially a precursor to FNV faction-based story. Also, I think there are way too much "even" when mentioning FO2 in this conversation. Fallout 2 gets some flak for certain choices, but to this day it remains one of the most complexly designed cRPGs with enormous amount of content and opportunities and almost complete player freedom; game devs (including some of those who actually worked on FO2) can only wish to make a game even half as good as Fallout 2 turned out to be, and a couple of smudges in the corner won't ever change that.

I'm happy someone made a gamma gun mod for NV. Kinda good against a lot of enemies with higher hp since it builds up a 'radiation' meter and kills them with a few shots, but doesn't work against supermuties, ghouls, golden geckos, centaurs, and robots. And against lower hp targets it's basically a weaker plasma pistol. Also have to consider self irradiation thanks to the meltdown-like effect. Absolutely hideous gigantic viewmodel though

It's disillusioning to learn how it actually works behind the scenes, which is true for anything really.
So if you want to make nightvision goggles that actually work, you apply the cateye effect, which is in itself classed as magic because this is just the elder scrolls with guns..
However, cateye exclusively affects the player, no matter who is wearing the gear and it stacks as well.So if you put them on your followers or even random npcs you're getting it stacked like fucking mad, unless you do a check for who is wearing it and only activate if its you.
Then of course you also learn every goddamn npc of that race has an identical body for the sex and just a varied head, the illusion is ruined. Either every woman has massive bouncy titties or none of them do.

The easiest way to learn how to make mods is to find something that already exists whether official or from another persons mod.... and stealing it. My first mod back when new vegas was new involved copying how old world blues added a hot plate as a campfire crafting item and changing the ovens in the lucky 38 to be a crafting station.

Other times I check the nexus to see if someone added something similar to what I want to add and stealing from it as much as possible. After a while you understand what's going on and can do it by yourself.
