They do that on like every support, pretty much, that if they buff ATK% they have DMG% on E1 or E2, or vice versa like Sparkle who's E1 gives the ATK% buff.
If she was DMG% buff, her E1 would be buffing ATK% and you'd be like... well no reason to pull her since there'd be no reason to pull Eidilons to vertically invest later.

THAT SAID, they really should rework all of these characters as they do buff passes, to replace ATK% with "Main damage stat %" so it becomes HP% on Mydei and other HP scalers. That's one of the biggest design flaws in the game.

They really didn't. You've drunk too much of the tester's koolaid when their opinions are shit and they're not that good.
Duplicating a skill is incredibly good. Almost no main damage dealer's use their basics, so this buffs almost all of them universally.
Not needing CDMG substats is extremely underrated and a massive utility to building her. Everyone who has already built another 5* Harmony that isn't Robin or Tribbie has a ton of good relics for Cerydra left over just from building their others.
Cerydra is so universally good of a support that she's even BiS for an HP scaler like Mydei despite giving an ATK% buff when he scales off HP%. If that doesn't make you understand how universally good she is as a support, idk. She's just better for certain characters (Phainon, Anaxa, Archer) but Sunday is better for certain characters like Aglaea and Saber yet that doesn't make him not universally good.

Amphoreous suffers from the same problem as Penacony as it built up stories that were irrelevant and do nothing to help build the characters and themes.

The twist about the cycles and the flame reaver would be NOWHERE as impactful if we didnt take part in the flame chase as well and got to see the chrysos heirs struggle and sacrifice themselves for it. Penacony has the exact OPPOSITE of that, with many of its themes being thrown out at the last second with damn near no build up, for example: Robin being absolutely irrelevant up until 2.2, then she becomes the most important thing because of Sunday, Mikhail/Misha being damn near a background chracter up until 5 minutes before his death, Aventurine's return being done offscreen, and so on.
