You get RDF, 40% mount at lvl 5 and it feels miserable to level up.

The only "strategy" I have heard is to do low level quests, fill questlog, complete, turn on level scaling and turn them in.

WoD is a cursed expansion for a lot of reason. But you only want to know about garrisons, so I'll try to keep it focused on that.

Initially blizzard advertised the garrison system as being something much more fleshed out than it was, they advertised far more customizability: (you can play your garrison where ever you want in any zone, you can place buildings and set it up how you want, cosmetics to change building design.)
What we got was 1 plot, and a couple smaller mini plots with hardly any real custimzation outside very strict layouts.
This meant that the crowd garrisons has tried appealing to (players who cared about housing) basically didn't care for it.
That left players who didn't care about housing, having to interact with garrisons to get more power, (gear from mission tables, weekly quests, the fact it printed money when setup).
Turns out people who care about power don't like doing chores for power and would rather raid or do PVP.
The only people who really won were people with alt armies as you could do literally everything from the garison and make crazy ammounts of gold.
This ignores a lot, like the content draught, the removed continent and the long patch cycles, also that it was basically abadoned to develop legion half way through but that's kinda getting to deep into the information.

TLDR:
Housing system made for no one, hated by everyone but jews.

People didn't like Garrisons back then because they understood that we were approaching an era of video games where dopamine tricks, instant gratification, and other cookie-clicker mechanics were being pushed out. They were against it on principle because they understood the issue with a system like this. With IQ being lower on average in every single nation, people are more than fine being fed dopamine loops over and over, and they even acclaim those dopamine loops, i.e., Vampire Survivor, gacha, and so on. You have no issues with Garrisons because you are part of a new generation of people who have now accepted being slaves to the system or a system. You are part of multiple marketing tools, you're the product of many softwares and games. You find no issues with those because you are, like a cow, happy and compliant.
