At first I read your post and went more in the vein of ''adding a defensive mechanic or reworking current ones'', but nothing came to mind. And we know how easily you can brick a game if you add a bad defensive mechanic. I don't know all defensive mechanics in FGs, I can't even begin to think about the side effects of adding one of them to the game.

That said, you can also improve defense by nerfing offense or rebalancing risk reward. Again, I can't think of anything too complex because it's 2AM, but what the other anon suggested (adding recovery to shit) is one of the main things I wish they had done to Rising. Too much stuff has too little recovery. Ultimate skills that are -6 like U Sheep, U Soriz Fist, U Grimnir lunge should all be at least be punishable by cM. And not a ''tight'' punish, they should just barely be under the threshold for a cH punish so that you don't get cH but have ample time to not mess your cM punish.
Also stuff like 66Ms and 66Hs. Anila's 66H a bad offender of this but she's far from the only one.

Damn that's an interesting suggestion.
Long ago I used to think adding slowdown on BC evade was a no brainer but I've since grown to dislike that idea. Most recently I've been thinking that stapling a 25% meter cost to BC would be a good change and possibly have positive consequences.
However, I always felt like the BP ecosystem was lacking. Adding 25% meter did not solve that. Your suggestion, if not outright solves it, improves it a ton.
Now, the true question is why we bother brainstorming this shit when Cygames isn't going to do any of it.

Easiest change I could see is changing BC to function more like a pushblock than the Burst Block it feels like now but that only weakens defense as much as BC is cancer.

As others have said, reducing the plus frames would help all round to strengthening defense. We already have strong defensive tools like the casts L dps have fast startup and strong crush frames with minimal recovery compared to their other tools. I think that's the method that could work the most, strengthening the tools they currently have in more defensive ways whilst reducing the offense of them in turn.

Another change I'd like is the increase in stage sizes, where for the majority of the cast, it takes 1 single confirm to take your opponent to the side of the screen. Of course this would buff zoners so you'd have to nerf them in turn.

And of course, most people want a 66L nerf, so decreasing travel distance across the cast and nerfing it's ability to damage as well. Personally I'd like 66L to be reduced to a combo only tool to remove it's neutral use entirely.

When defense is overwhelmingly strong attacking is throwing the game, so if offense isn't stronger than defense the game doesn't get played. A "defensive" game is 2 people staring at each other, so games have to be "offensive" to conclude.
This was a thing in early magic design as well. Without strong enough encouragement to attack, players would just build up huge walls of creatures and nothing would happen because attacking would put them at a disadvantage.

This was solved in fucking SF2 already. Specials do chip damage, so even in a hypothetical case where no real mix exists and defense is so strong that you can just sit there and block, you'll still lose and are forced to take action.
It's a flawed premise, because the same phenomenon of two people just sitting there staring at each other also happens in hyper-offensive games like Samurai Shodown, because a single mistake can mean death so neither player wants to commit to anything. It's not a case of "defense being strong", it's a case of risk-reward of taking an action being out of whack.
The real reason people talk about defense needing buffs is that fighters in general have power-creep issue of offense being far too strong, and that one Youtube video mindraped the entire community into thinking everything has to be solved with buffs so they don't advocate for the far more reasonable nerfs to offense.
