1. you cant use your flasks if you are consuming 3 charges on every skill use. obviously thats a huge downside especially on an ascendancy that invests a lot of power in flask sustain. one of pathfinders strength is that you get permanent uptime on utility flasks which lets you solve things with them like you would with mageblood
2. 3 charges per skill use is a retarded amount, every build wants to scale attack / cast speed for obvious reasons so you end up consuming 15+ charges per second which requires an absurd level of investment in flask sustain
basically its just complete shit

The mana gain on hit on the Quillrain they showed turned into 'insufficient mana doesn't prevent attacks' and the projectile speed turned into area of effect. So presumably it picks a random valid modifier (the negative modifiers will likely be invalid) and then turns it into a specific new modifier.
