Makes sense, though there's nothing saying the entire screen needs to be filled out.
Here's something interesting, though: there are 23 Air Ride machines actually usable in Air Ride mode (so minus Flight Warpstar, the two legendaries, and the third missing one), and 23 maximum spaces on the select screen like you said. The Road Trip opening cutscene also gave everyone their own associated machine, and the ones who have amiibos already match up.
Assuming the plan is to give everyone their own amiibo, and assuming the legendaries/FWS aren't available due to being City Trial exclusive, that actually might prove that there's three characters left that we haven't seen.
The question is, are they secret because they're story mode spoilers exclusive to this game, or are they secret just to keep the surprise?

Same. I've been playing the original Air Ride to pass the time, but some of these checklist requirements are retarded. I'm also kind of fatigued from some of the shittier Air Ride machines in the game with their controls. Air Riders seems to have a baseline QoL improvement in the control and viability of all the vehicles. Hell I saw that the Bulk Star has the best time on Waveflow Waters in the 2nd direct when they were showcasing time attack, not sure if that was a meant as a meme or if it's legit but all footage I have seen makes the rides look much better to control and not slow down much regardless of gimmick.

I just had a interesting realization, the swerve star was inspired by UFO's with it's movement, it stops suddenly then darts away at high speed at angles
the UFO ability does that too (and the little enemy UFO mooks)

since at one point it was going to be called ruin star it's obviously inspired by those strange black pyramid levels which means I get the feeling that those levels might've been inspired by "real" UFO sightings back in the day, the triangle ones peopel go on about.
