I don't think that's inherently true, there's no need for every badguy to monologue about their motivations when they pop up - plenty of movies save that for the final confrontation.

Suou feels bad imo because it feels like she has no direction more than anything, the rationale given seems to be that clocknig snaps his fingers and characters act like he wants. That might be satisfying if the characters had moments of lucidity where they questioned it, but Suou just feels like she repeatedly backstabs people and gets into fights she can't win with nothing given.

I don't think Suou is unsalvageable though, just needs a proper arc focused on who the fuck she is.
