Playing it now. It feels identical to the first. Sometimes dialogue makes no sense. My example is "What are you doing here?" My response is "Just, uh...what are you doing down here near the sewers?" Guard response, "Protectorate is making my head spin and needed a break. Don't let the matriarch know." I respond with, "Why not leave?" They respond "There are a bunch of saber things (can't remember monster name)". "Don't worry, I cleared them out." Then he leaves.
No shit, that was the dialogue. Guy watched me come in through the tunnel and then stopped caring after I said "Just, uh...what are you doing down here?"

So far the game is better than expected. Way more roleplaying options and solutions, better combat, better traversal, better level and world design, better quest design, more tools, exploration is improved.
I also like how they made weapons more distinct, like revolvers can rapid fire from the hip which pistols can't.

i bought extremely few items and had tons of money and items left over
i liked granny the most
besides uniques traders don't have interesting stuff

I let the relay crash in the first town killing everyone and following reactivity ensued:
everyone in westport had broken dialogues. I didnt sabotage them so they remained in the settlement but now theyre all generic npcs. fast traveled to landing pad and inez threw a shitfit, calling me a psychopath and left the party. I shot her in the head but she was unkillable. talking to her again she smiled and said I'm a good commander and thanked me for helping her out with her side quest.

So, is Obsidian just doomed to mediocrity? I enjoyed Pillars Of Eternity for what it was. Kotor 2 had better roleplaying than 1, but everybody just talks about the story in that game. While I respect New Vegas, I never really cared for the gameplay. Similar to the Elder Scrolls games, it was this unsatisfying middle ground for me where it wasn't arcadey or >realsitic enough. Maybe if you had skills/abilities you could use in combat, and do dumb fun stuff like wall-running/wall-jumping I would have enjoyed it more.
In a way, they're like Piranha Bytes. They seem to tackle styles of games that are too big for what they want, and they keep trying to make the same type of game.

Part of some of the faction characters arcs and how you can influence them is that they can go from brainwashed supporters of said factions to abandoning them.
For Inez one is her abandonding Auntie to go freelance because she becomes disillusioned with them in her personal quests.
It's a similar deal with Aza and Tristan.

It's the best game of its kind since New Vegas. Fallout 4, Starfield, Fallout 76 or the numerous cheap, janky games like Tainted Grail are so far below Outer Worlds 2 it's not even funny. If you want to judge that as most of these games aren't very good that's fine, but OW2 is definately better than them.

This is not a bad thing, just not something players are used to. In too many games you can be a generalist, get companions to fill in for skills or use stat items so you can pretty much pass any skillcheck that comes up, which means there are no actual builds or replayability. It makes whatever skills you choose to "focus" on not matter.
You should not be able to pass all high difficulty speech, engineering, lockpicking, hacking, medicine, observation, science, etc. checks with a single character in a single playthrough. The Backgrounds and Traits can sometimes compensate for that to allow you to choose or pass some checks depending on which you picked.
While the balance maybe isn't perfect, too many modern RPGs allow players to just pass almost all checks which devalues any creation or build choice you made and makes replaying pointless.

Each planet introduces more weapons types and has uniques with even more distinct behaviors. Weapon variety is not an issue in the game. The first planet is the least interesting one, but I'm not sure you were expecting when it's the same as any other game like this.

Depends. Silencers are good for stealth builds, all aim mods are good, ones that just reduce recoil and stuff are good, plasma and shock mods are good. Some mods like double fire rate with lower damage or sawed-off I never use. Armor mods are much more impactful.

Many of them are good, some really impactful like you can unlock pickpocketing, being able to hack robots, more dialogue options. Some unlock interactions in conversations and in the world. Some like sneak gets more value on higher difficulties and can still come up in interactions. Medical is also better at higher difficulties, can tame creatures, inhaler upgrades and has some of the most interactions for conversations and in the world in the game.

The closest is New Vegas and the only ones doing games like this is Bethesda and Obsidian. Bethesda's last games were Fallout 4 (10 years ago), Fallout 76 (7 years ago and veyr different in a bad way) and Starfield (which was bad and infinitely worse than Outer Worlds 2). Skyrim came out 14 years ago. Only one of these is also set in space and none of them have a setting similar to Outer Worlds. Many things and advancements set it apart from these Bethesda games beyond this. Space settings are incredibly rare not just for RPGs, but games as a whole outside of spaceship sims.
Calling it generic makes no sense.

Let's be real, Mass Effect had the advantage of having multiple alien races. The humans in ME series were all bland apart from Jack.
The companions in Outer Worlds 2 is are fine, only the robot is boring as fuck. Niles is better than I expected and has a dash of Garrus to him. Marisol is fine, but is a bit too profesional for my liking. Aza is a murderhobo and probably the best design visually of them all.
Inez and Tristan are the ones that start out a bit grating since they've been brainwashed by their respective factions, but along their companion quests they become pretty good if you push them to challenge their ideas so they wake up from the brainwashing.

NTA, but most weapons in this game just aren't practical unless you love getting overrun by enemy hordes while you're trying to reload your weapon. I've been using a plasma pistol almost exclusively since the second planet and it works just fine against every type of enemy.

Fair. I noticed the trigger on Profligate Spender is a little unclear, I triggered it the first time by spending ~4K, ended up reloading for something else and then couldn't trigger it again until spending 12k. I like it though, it's a fun way to change how you play the game.

Dogshit game. Combat can be fun, but don't give a fuck about the story or any of the characters. The dialogue and writing is shit. I made it partly through Dorado but I'm done with this game. Same thing happened to me with Avowed.

I'd argue it's pretty good, but my problem is that it's a bit restrained. Some of the comedy would've landed better if they committed more to it, especially if they pushed the dark comedy angle.
But if you don't want to play more that's on you. It's the best game of this type since New Vegas and one of the best as a whole.

A guess is you need to be close enough and look at them long enough for all the enemies to be marked on the map. Or you just reload a prior save and retry, which you should have multiple of anyway.
The quest structure is
>talk to commander
>go to the dig site, talk to the person there, look through the wall, talk to the npc there again
>talk to the commander
>return, the dig site is attacked, kill the enemies
>return to commander for reward
Kind of a poorly structered quest with too much back and forth. Part of it being because I imagine they didn't have a good way to handle the wall getting dug through or blown up, so they had to get you to move far enough away so as not to notice they just deleted the wall model.
