Concept for an EUV Fantasy Mod
Europa Universalis is the perfect skeleton to allow for an epic fantasy mod
>you can play as a Human Kingdom, an Orcish Horde, a single Lich Lord in his tower summoning an Undead Army
>but because EUV also allows you to play as "organizations" with no land, you could also play as a secretive Order of Illuminati-like Warlocks, who have to petition Human Kingdoms for permission to build their Wizard Towers
>you can have Orcs dynamically migrate to provinces where there is low control and not enough "Adventurers", who are their own POP type - you could have an entire system where these Orcs cause bad events, build their own buildings and eventually slaughter the population and join or create their own dynamic Orc Horde tags (they also don't "spawn" from nowhere, they have to migrate there from provinces, which already have Orcs)
>coming back to the Illuminati, since EUV has a dynamic system where the Byzantines can recruit Varangians from Swedish POPs in their country, you can just use that system to allow you to recruit powerful units from these secret organizations
>you should also have hundreds of different laws to sponsor different guilds like an adventurer guild, who cause (mostly) positive events from you, which are the only way to free your provinces from really powerful monsters like Dragons for example

I am honestly more excited about the possibility EUV presents than the vanilla game itself. The game has literally every single system you would need to make this happen. You could absolutely play as Demon Cultists trying to get sponsored by real countries, creating secret bases all over the place and eventually open a portal to Hell to get a Demon Army and become a real country (while also keeping your cult abilities)

I get the boner of potential. This is how I felt what I started getting into Civ3 mods. It’s too bad there’s a hard limit with that one when it comes to introducing brand new mechanics, but there are creative ways to get around that depending on what you want.

Kind of depends on the exact type of "landless nation"
Generally you can construct buildings in other nations territories like with banks and trade companies but I think Navy and Army based countries, like pirates and hordes, can own locations but they are dependent on their ships/ troops respectively and fall apart if those get destroyed.

Ball munitions don't even penetrate thick cloth. A dragon has nothing to fear until someone invents rifling and armor-penetrating munitions.
But realistically, the most dangerous thing for a dragon would be another dragon that also has underlings with guns that can kill his underlings who don't have guns.

Projectiles shot by early firearms could be defeated by sufficient clothing/armor made of cloth, whether because they lost enough force before reaching the skin or didn't penetrate the armor at all. They were ball-shaped, often irregularly so, and didn't fly that fast. Compare to modern bullets that fly spinning out of a rifled barrel with a pointed tip. Needless to say they're not doing anything against a dragon's hide if they had trouble getting through regular old cow leather.

You do that by playing as "buildings", which allows you to have your own population to do things with.

I don't know what >>2196846 is talking about though. I watched dozens of EUV videos from the influencers and I never saw anyone talk about playable armies/navies, but it seems like something that's possible. If it works like I think it does, you could have a bunch of uncolonized Land with Orc POPs and they periodically spawn new Orc Hordes. This would make sure there would always be more Orcs, until the very endgame when the player can sink money into colonizing that land. You could do a similar thing with other monsters.

A society of pops is meant to represent primitive collections of tribes that don't really have state structures (each tribe might have some kind of local leader/council and rules, but all the people of that given ethnic group, overall, don't have a government); an extraterritorial country is probably meant to represent very large businesses (say, the VOC or EIC before they actually got land, or maybe representing them as the actual entities, and keeping them separate from the colonies they control - let the colonies be substates of their host country, and the actual corporate entity remains an extraterritorial country, which is probably more accurate to how they ended / got nationalized; they never had to have their land conquered, the government just folded them up) or what have you, and an army based country would be for mercenaries and such (or as Paradox says, steppe armies).

True, even the early arquebus projectiles carry a significantly greater amount of kinetic energy than a longbow arrow or a crossbow bolt. Only real downside was accuracy, AFAIK. But this didn't really matter in formation warfare, meaning firearms quickly replaced bows and crossbows.

There's army based countries which are like the mongol hordes but there's also building/extraterritorial based countries which are like banking families, holy orders (not currently playable but are in-game), and Japanese clans which don't directly own counties or provinces but instead have estates on other countries land and can spread by building more, they still have their own pops and shit but don't care about borders.

It's pretty cool and I'm looking forward to shit like EU5 Anbennar where you could play as adventurers or evil cultists profiting off the underbelly of other countries.
