It's a factor, it's not exhaustive and doesn't capture everything. I also think things like mbti/enneagram, depth psychology like jung, existentialist authors, phenomenology, the greek tragic and philosophical tradition etc. help.
But yes in relation to the stars at least, similarly to genetics, if you are aware that they are impacting you you can account for it, but if you are not you can't.

If you are aware how the stars can be a factor when you feel a certain way or are experiencing certain thoughts you can see "oh this might just be the influence of X" while if you don't have that you might self-identify with it and see it as coming from yourself or project it onto something else.
It's not that the stars tell you everything you need to know about yourself and you can rule everything if you understand them, but that the stars are AN influence, and if you don't understand how they influence you to a degree they will rule you rather than you ruling them.
It's similar to phenomenology of technology stuff ala mcluhan. Is my current attitude towards the world "who I am" or am I merely identifying with the impacts of say having a car or electric communication.
We are constantly influenced by a ton of different factors, you can understand HOW they are influencing you and deal with that, or not understand and just be ruled by them instead. Like someone who thinks talking to someone online is just like talking to them in person, or thinks a society structured by typographic print is all society can ever be rather than just something influenced by the current technological state of the world.
We are influenced by these things, if you make no attempt to understand that you will simply self-identify with their influence and view their effects as part of you rather than something external.
