Well, things we can do to fight against telepathy is strengthen our willpower. We already have an advantage of knowing what they’re capable of and what they may look like. The shapeshifting could just be a telepathic attack, but if not your awareness needs to be extra sharp with pattern recognition. The freezing people in their tracks thing could be done with either telepathic attack or harmonic frequency attack (like sound vibrations they use on people during sleep paralysis). If it’s harmonic based, then a frequency jammer might work, if it’s telepathic then willpower will work.
I think not being surprised with what we may encounter will help break their psychic attacks too, like if you all of a sudden see a black shadow figure or 7ft in a black cloak or armor for the first time shock alone might freeze you in your tracks.
As for what our government/military can do, hopefully they’re creating some kind of altered humans.They could alter a fully grown humans genes already to have some kind of super powers.
