Looking back I do think Fakesaw was meant to be related to that guy. Or Fujimoto kept him open as one of the options. You had the burning car and a close-up on his face.
But him being a selfish avenger wouldn't have really fit the theme of Denji hurting someone's "loved ones", so maybe that's why the random twin brother got added in.
