I disagree. I think KyoAni clearly knew what they were doing. Online video streaming sites have become widespread by 2009, so just like TikTok, it's an opportunity for studios to expand their reach.
Secondly, look at the shot. It's front-facing and every step of the choreography is clearly visible. If the intention was to just do a silly dance, they'd choose more varied camera angles and dynamic shots in general.
I think the way it is framed gives away the intention that it's supposed to be imitated.

Usually just 2-3 long clips of standing in place with simple hip or hand/arm movements, perfect for vertical shorts.
