Wrong. Mugen Train was re-released as 7 episodes for the TV broadcast. $80,000 per episode times 7 is $560,000 budget minimum not including marketing, audio and all that shit. So I think production cost is around $15 million total, including promotion. So they could have easily adapted it as a season (they literally did), but they chose the movie route first to maximize revenue, then double dipped with the episodic cut.
