It was Gege's original layout for the story iirc, he was obsessed with the idea. He justified it with Kenjaku offering sorcerers from the past the chance to fight against Sukuna one more time, and Sukuna accepted to be part of it out of boredom (or something more painful, like Kashimo implies), and the rest of Japan was forcibly involved in their schemes, but yeah, the premise is weak, and Kenjaku never really achieving anything made him look like a pompous idiot in the end.
