If Cobra Commander wears the helmet and not the hood, he has a chance of taking out Mumm-Ra by making him see his reflection, but otherwise even the most competent versions of Cobra Commander would be out of their depth here.
Even if Mumm-Ra avoids Cobra Commnder's mask, Megatron is made of shiny metal, he's seeing his reflection somewhere and running away.
It basically comes down to Skeletor or Megatron, and which version of them it is. Both of them are pretty likely to just give up and run if they meet some serious opposition. Megatron's more likely to open up with some serious firepower early on, and he's much bigger and stronger than everyone else, so I'd lean towards him getting the win.

I find it funny how the “you are a monster no longer” line makes no sense when you find out where it came from. Kratos only said it to Athena’s ghost saying he’s a monster. He specifically says, “I know. But I am your monster no longer.” He knows he’s a monster but he’s not under her or the gods’ control anymore. So him lecturing Asura on being a monster no longer would basically be implying Asura was under the control of some god when that was never the case in Asura’s game while it was in Kratos’. DB just had no fucking clue what they were referencing. So all the “you are a monster” meme is basically Kratos just projecting his insecurity for being the gods’ attack dog.
