However, in episode 2, a Getter Beam from Go in Shin is powerful enough to reverse evolution in the area around it and bring back the dinosaurs. If there is a unified power system, then I am willing to do comparative analysis. Especially true in a setting of serial escalation.
If there isn't a unified power system, then I can't be nearly as generous. Consistency is king, so one off antagonists that make claims without demonstration can't be a primary arbiter of scaling. A character's performance against such a thing can still be outlier if it rests outside of their typical range (goes both ways too under and over).
Settings that don't have power systems and are instead purely physique based have to be judged on a case by case basis.
I believe this approach would bring discussion away from the top most feats and instead emphasize whole analysis.

The truth is that toon force will always do more and be more casual and easier to do and have way more range of powers and area.
Toonforce needed an entire other category for ages in powerscaling because it already encompasses and transcends the concept of reality warping with ease.
