The thing you gotta understand about RWBY is that it was always just meant to be a passion project for Monty. It was greenlit back when Burnie was still in control of Roosterteeth as effectively a "gift" to monty for all his excellent work he had done on Red vs Blue. However by the time the show actually started going into production, Burnie had step down from CEO and this caused a rift in the direction of the series. As you now had a conflict of interest as to what each side wanted RWBY to be.
Roosterteeth wanted RWBY to be like an actual franchise/product that they could sell.
Monty just wanted a vehicle for him to show off his anime fight scenes.
What Monty wanted from the show is why RWBY has so many of it's problems. Monty didn't give that much of a shit about the actual story of the show. All he cared about were the fight scenes, anime girls and the transforming weapons. Hell he fucking used a splat of ketchup as the basis for Remnant's world.
This complete lack of interest is a big reason why the writing sucks. Obviously he didn't do the writing, but what writers that were assigned he just gave them a list of anime to watch to get an idea of what his vague ideas were. Thus resulting in alot of anime tropes/cliches that are omnipresent from the start of the show (for example ruby being a gothic lolita type but uses a comically large weapon), in truth what Monty had indirectly done was make the perfect setup for an anime parody series.
This is why I think RWBY Chibi worked so well, the series already had the skeleton of a parody, however instead of embracing it, they took it 100% seriously, writing flaws and all.
It's no wonder Miles and Kerry could never fix the series, it was flawed from the start. Didn't help when Monty would just add shit to scenes or change things and the writers then had to accommodate for the changes last minute.
