The brand doesn't matter too much since they all source memory chips from the same major manufacturers.
Memory modules don't break down that easily unless you make big mistakes in installation or manual overclocking.
The broken ones will usually cause booting issues or other instabilities when you're still within the return period.

Winget has this problem that if it ever breaks for some reason you must either fix window integrity, reinstall windows, or reinstall winget and risk getting it installed twice, but for some reason they made it so you can never never never never ever uninstall it (it ships with windows 11). Even with LGA1700 the biggest issue was with certain CPUs but in terms of everything else it was fine
Intel has the better IMCs and support for CUDIMMs for what its worth.

The stock cooler should be good enough to give you most of the OC gains, liquid cooling a 5070 sounds like a waste of money.

The 7840U (Zen 4 CPU, RDNA3 GPU) is a more advanced processor than the one in the Steam Deck (Zen 2 CPU, RDNA2 GPU).
