As far as mammals go, horses are on the promiscuous side of the spectrum. Far more so than most domestic animals (goats are still unrivaled).
Both males and females are known to masturbate frequently (stallions slap their dongs on their bellies, and mares rub themselves against stuff) and horses frequently perform overtly sexual displays towards other horses, such as mounting, etc.
That's not even mentioning how they all lose their minds when estrous, pheromones, and hormones are involved...
Given these circumstances, it's not an unreasonable assumption that some horses raised in captivity would make such displays towards humans.
Especially since some horses seem to despise other horses and get along far better with humans than with their own kind.
Is it possible, probable even, that some horses may make repeated and determined attempts to mate with humans? Yes, especially if the horses are more used to being around humans than they are to being around other horses.
Does that mean it's okay for the humans to act on these offers, or that the horse is capable of consent? No!

Like 3/10 at best. Horses aren't smart. They're roughly on the same level as cats in terms of intelligence but prey pack animals instead of solitary predators, which complicates things.
Put simply, they're dumb as fuck compared to dogs, smart birds, and great apes.
They're not capable of any kind of higher thinking. They can't communicate between themselves to any degree greater than basic "moods".
They're incapable of establishing causality between events more than a few minutes apart, and they're not capable of any kid of planning.
