We get 95°F summer days with 100% humidity practically every year in western Washington. They're definitely an outlier and it's usually at 80-85°F with 80% humidity after june. If that number goes above the low to mid 90's your body physically can't dump heat faster than it generates it and heat stroke becomes inevitable (though it will take days of this condition at the low end of the scale)

Did no one have a little weather station as a kid? Temperature is taken with two thermometers -- the dry bulb is just a normal thermometer. That's the air temperature. The wet bulb is a second thermometer with a wet cotton sleeve around it which is spun to create rapid airflow, cooling it down. That's the wet bulb.
You can calculate relative humidity from the two numbers, or just use it directly to measure the effect of sweating, because that is literally what you just measured.
