i've been searching through the ranks and clubs and its impossible to find somebody using a biko or seiun sky support card to borrow

I looked at the SSR Guts Haru Urara support card from the Friend Point shop and noticed that she has absolutely no skills whatsoever. Is she bad or is she servicable compared to the SSRs in the gacha pool?
