He set Undyne up to be taken instead
The Knight was in on it, Dess would rather not take Toriel either. The who Chapter was a scheme between The Knight and Kris to just stall (You) and The Fun Gang as long as possible waiting for Undyne to show up.

Kris can't make it rain. And Kris wants to keep Toriel safe too.
Carol's plan (ignoring whatever the "sacrifice" is about) seems to be getting rid of anyone else who has the codes to The Shelter, so that nobody (you) can get in and stop whatever's going on in there.
Kris was told to create a Dark Fountain at their house to facilitate Toriel's kidnapping, but instead they took the opportunity to set up Undyne to be taken instead. The fountain at the church was also probably supposed to target Toriel (it's not clear what other purpose it served), but since it rained Toriel cancelled the choir practice (which Kris might have expected her to do).
December (The Knight) is probably sympathetic to Kris and doesn't want to put Toriel in harms way either, if she can avoid it. Tenna says that The Knight told him to "keep [the Fun Gang] busy," she and Kris were just stalling for time waiting for Undyne to show up, when she could have easily just taken Toriel by force if she wanted to. She then spends all of Chapter 4 basically just fucking with you because she knows Toriel isn't there.
