I think it'll be this, yeah. The hypothetical final boss for "true" end would be hard as fuck, but *technically* beatable if you don't do weird route. I figure Noelle would be the primary damage dealer in that fight, while Susie would be the Tank/Healer which lets you survive. To make the fight... sane, you need both, but you can technically reach it with just your vessel.
Alternatively Toby actually is going all in on this being a "reverse" Undertale and Genocide/Weird route is actually the good ending here and pacifist ends in horrific tragedy.
