Toby hasn't actually changed much from his radiation days but he is a lot better at hiding it.
When undertale got popular and Toby said hes kind of sad that he wont be able to shitpost often followed by him deleting his old social media and crafting a while new persona following his fame it was 100% the correct decision.
His new persona and not posting as often pretty much kept a pretty good image of him. Shit like the snowgrave/weird route and him joking about being the "king of ero games" makes he think he really is just the same dude as before but he knows how to curate himself.
Toby was always a Tumblr dude though so hes obviously progressive but he was never too much of a total fag he liked being edgy.
