deltarune is his dream game that he's been wanting to make for over a decade and undertale was literally just practice for it
unless he has another idea he's THAT passionate about i think he'll retire on his pile of money, especially since he has wrist issues that make it hard for him to code/play intruments
he's definitely going to keep composing music for other people's projects though

Deltarune has avoided the "dude it's a video game lmao" stuff so far but has also given itself a way to do it if it becomes necessary by establishing the meta-layer with Gaster. Toby has another decade of experience as a writer and said what he wanted to say with Undertale (like the Halloween Hack before it), I trust the dog.

The Legend is obviously meant to be melodramatic, and Ralsei explaining The Roaring makes sense coming from him and was necessary at that point in the story to establish what the stakes were and why the Fountains need to be closed.
Deltarune has avoided the "dude it's a video game lmao" stuff so far but has also given itself a way to do it if it becomes necessary by establishing the meta-layer with Gaster. The idea for the game that would become Deltarune came to Toby in a dream in 2011. He planned to start making it, realized he was way out of his depth, and before he made a single room shelved the project and made Undertale instead. It's impossible to really say how much of Deltarune was in Undertale before Undertale seeped into Deltarune, but the projects have obviously become intimately related.
Toby did not have every bit of the whole story planned out 15 years ago, that's just not how projects like this work. There was certainly an outline of the story by the time Undertale was complete, but there have still been significant changes made during development. For example, Queen was originally a more villainous and sinister character, and it seems like Tenna was substantially influenced by the explosive popularity of Spamton after Chapter 2 (including the entire "Mike" character).
