The idea for the game that would become Deltarune came to Toby in a dream in 2011. He planned to start making it, realized he was way out of his depth, and before he made a single room shelved the project and made Undertale instead. It's impossible to really say how much of Deltarune was in Undertale before Undertale seeped into Deltarune, but the projects have obviously become intimately related.
Toby did not have every bit of the whole story planned out 15 years ago, that's just not how projects like this work. There was certainly an outline of the story by the time Undertale was complete, but there have still been significant changes made during development. For example, Queen was originally a more villainous and sinister character, and it seems like Tenna was substantially influenced by the explosive popularity of Spamton after Chapter 2 (including the entire "Mike" character).

People keep wondering what light world object that Ralsei is, being carried around by the main duo, to become real in the dark world.
But no one seems to consider that he could be what is within the school closet, where the chalk originally was supposed to be.
Maybe there's a lost and found, or some kindergartner dropped a toy in class and it's there until it was to be picked up again.

Our fluffy boy's body is still in the school supply closet. Which means when that fountain the the closet is finally sealed, he ceases to exist.

Ralsei is something Toriel gave Susie (that presumably belonged to Asriel beforehand). Ralsei can stay in the Dark World without Kris, but not without Susie.

FRIEND is the opposite of Ralsei and represents something traumatic of Susie's past. It is likely "the Prince of the Dark" the prophecy is actually talking about. Hence why it shows up in Susie's room in Chapter 3.

My own guess is that it's going to tie into the meta-commentary/deconstruction Undertale and Deltarune is trying to say, that video game characters can be their own people too and exploring the existential thought that their lives basically end once the player is finished with the game (the prophecy's line about the angel and it fulfilling its desire once it is banished hints at this too).

If we take UT Sans being the same guy as his DR counterpart then they've already setup that Deltarune isn't going to have a happy ending, which could be partly why Toby's dream was so memorable and striking that he had to build a game around it
