yeah they do in Romania but they're not offenders, they're just "annoyng people", lol, that technically did not do anything illegal so they can't get an arrest warrant, so they take them to the psyche ward and it takes just one doctor to claim you're a threat to society with which you can always pin them down (the paper has to be signed by other doctors, but that's done in bulk, they sign a ton of papers and they don't double check)
