okay, let's analyze this:

Shotguns are defined by the short range, high damage/oneshot capabilities, and spread (mostly).
If I want to run a shotgun I want my weapon to oneshot motherfuckers in a short range, and I accept the trade-offs (relatively slow reload, low accuracy at longer ranges, maybe limited ammo)

shotguns overlap with high damage weapons (sniper rifles, revolvers etc) and short range weapons (SMGs, pistols).
If I want to make shotguns stand out when compared to the above, I should emphasize the traits that stand out from the weapons mentioned: revolvers have high damage, bullet reload and can potentially oneshot, just like sniper rifles, and SMGs pump out damage in short ranges.
So spread, maybe? The horde clear you mentioned?

how to avoid that? either give them infinite ammo (nonsensical), or go in the other direction entirely; make them strong, but lackluster in ammo; basically an "oh shit" weapon to pull out against a pack of ragers, with some capabilities to snipe specials in medium range.

Literally just buff dmg vs flak/maniac on the shit we have, and increase baseline cleave.
Make the different marks strong vs different targets, via different baseline ammo: mark vs ragers (maniac/flak on special), Ogryn (unyielding/carapace on special), and generalist (unarmored + fire shot, geared towards boss damage)
