I mean, does he have to be? Does everything need to be tied to this deep lore in some huge way?
I've seen people say stuff like the Forgotten Man is some figure Kris saw tied to Dess' disappearance that he is mentally blocking with the tree. That's a neat idea and all, but like, the dude gives us eggs. He gets stuck in traffic. He is in QC's diner with some takeout. The eggs literally say they're "Not too important, not too unimportant."
It really feels like the Forgotten Man isn't meant to be some huge lore reveal waiting to happen. He's just an odd figure that almost seems to exist outside the normal logic of the game, similar to Gaster but less broken.
And the monologues he gives really do read like Toby musing about game creation as a whole. The Valentine from the Forgotten Man literally asks us how we're enjoying Deltarune.
All this could point to it just being Gaster himself, but if it is him it's a much more chill version. One that's more content talking to us about whatever. Though apparently meeting with him and getting an egg counts as an issue, so maybe it's not Gaster. It's not clear yet, but I think it's wrong to just rabidly look for the lore reasoning instead of considering what is actually being said/shown in those encounters symbolically.
