these are not a people that founded their "state" on a clearly-defined set of rules, laws, and then made amendments or thought about "being free from tyrants" or abolishing "kings"
even the Romanian constitution looks like it was drafted by someone on a napkin after a conference in France when they said "well okay, let's be democratic then" but all the principles expressed by a constitution are not something that "the Romanian people" are convinced of
stuff like not abusing women or not being allowed to smack your kids from time to time are ironically seen as a loss of rights to Romanians, not the reverse, like the equity would represent a common "shared-value"
even during communism, Romanians eductated their children to avoid any sort of responsibility or accountibility entirely, so even pretending that these people would pursue some "elated goals" is laughable
they don't fight tyrants, they are the tyrants!

Romanians are notorious spies and outlaws at the same time, with an infamous track record of "collecting filth" way above your 5 eyes agency, and it's more into the "filth" stuff that can only be used for blackmail, rather than "security stuff"
so, they end up having large scale accidents where they burn up in hospitals, clubs like Collectiv and other incidents that technically speaking, just given the sheer number of agents, would just be impossible if any of them were actually "securing" anything
