You could just block and then immediately dodg in older games, barely any difference here since dodging is done with the same input anyway.

This is good and makes guardbreaks a thing even on normal mode. The two starting ninja variants in NGB could literally be turtled all day long because they had no guardbreaks nor grabs, same with the brown imps. Humanoids in NG2 barely had any guardbreak attacks even on MN, and they all were either heavily telegraphed standalone hits or placed at the end of their multihit strings. The only exception is the fiend variant of sword ninjas. Enemy guardbreaks were testing moveset knowledge, not reaction, whereas the new system does both since each hit has its own guardbreak value now https://youtu.be/LypituWx0hY?si=4yIXyGas-umfAWnZ&t=385 and there's constant overlapping between attacks. Being guardbroken also seemingly puts you in a much more disadvantageous state than before. The old system was braindead since you could just dodge right away or guardreset.

They are stunned from losing their limbs, and the AI tends to go passive during OTs in all games.
