Ralsei knew that The Knight was going to show up and kill Tenna. Ralsei knew that they were fated to lose to The Knight there. Ralsei knew that Kris is a double agent. He's just shocked that, after YOU gave him just a little hope that maybe they COULD fight fate and change The Prophecy, Kris would stab his friends in the back to keep things on course.

Ralsei does not confront Kris about this because he knows it is pointless to do so, just as pointless as begging The Knight not to cause The Roaring. Everyone is playing the part they're fated to play. He knows that Kris is just as bound by their circumstances as he is.
Ralsei, of course, is also fully aware of YOU, that YOU are possessing Kris and that YOU are watching and listening whenever you are present. Ralsei is committed to maintaining the kayfabe that YOU are Kris, and he won't break that illusion because if you become disillusioned with the game and stop playing, everybody loses.

If Kris didn't want to do it, they wouldn't be doing it. A promise is just words, there's nothing stopping them from going back on it but their own feelings.
The end of Chapter 4 shows their conflicting loyalty between the new future they could have with their new friends and the promise they made (to Dess) to help set things back to how they should be, how they were before. It's a conflict because Kris wants both of those things but can't have them both, and so far they've stuck to the original plan.
