No matter what I do there'll always be random spots or direction my character look that tank the everloving shit out of my FPS. The only times I have Whiterun being perfectly stable is if I have no mods, no ENB, and low settings. I have no fucking clues how Bethesda built that town but it feels like central boston in FO4 where, no matter what you do, it'll run like dogshit.
