Are you brown? Are you an NPC? Do you have zero imagination? Negative modifiers and enemy sub objectives can easily shutdown stratagem spam. There was stuff in the past that already did so. Remember the modifier that reduced your stratagems to 3 slots? why not make it 2? No more stratagem spam after that.

I want a high difficulty mode for fucks sake.
