yeah he did because he was developing the sequel with heavy focus on pve. this was their plan since they salvaged the scraps from titan. first pvp, then pve, then pvpve. but kotick decided that he wanted more money faster and doesn't understand that more people doesn't mean better or necesarilly faster. that's why the special forces don't have 100 men units. you chose a small team that can work across fields. that helps cultivate the SOVL in the project. you might notice a lot of studios that break off from the big corpo faggotry purposefully keep their teams around 100-150 people because that's the most effective size. all kotick the fat jewish demon had to do was wait and it would have been fine. it's not like people were just going to forget the game even existed, even if it would have had a few years of drought. jeff was also the only person with enough power in the company to stop the slopshop we have now instead of easily earnable lootboxes.
