The first random roll is completely random, 20% chance of choose any of the 5 stats.
The second roll is the one influenced by how high that stat is. So yeah that's why some people get the 1 star Guts meme.

Getting higher stats helps in CASE it "aims" for that stat, it still has a 20% chance of being any of the 5 stats to begin with.

3 stars sparks are supposed to be rare, in the meantime you can follow people ingame (either via the Profile > Recommneded menu, or via adding IDs manually) that way you can use their shared horse girl for breeding.
With guest horses you can only use 1 at a time (which means there's still incentive to raise your own perfect horses), but it takes some load off your back.

First: There's a 20% RNG to decide which stat it will "focus" (Speed, Stamina, etc)

Second: Depending on how high that stat is, 2 stars or 3 stars might be more common, but 3 stars is still rare even if the stat is very high.
