Allied detachments can be as little as a single commander. You don't have a troops tax anymore so you can take a commander leading some elites of a different faction or a commander leading some tanks etc etc.
This makes shattered legions instantly available without any jumbled rules.

Right now we're not sure about much since the new edition is near but we haven't seen the legion army lists yet. I would say just paint up some basic tactical squads for now, maybe some rhinos to transport them if you're doing squads of 10, since those are going to always be at least somewhat useful.

So if i put together a rough 1k army like below
>2 x 10 man tacticals
>10 man assault squad
>5 man flamer squad
>5 man heavy bolter squad
>Predator
>Contemptor
I would need
>Primary detachment
>Heavy detachmen
>tactical detachment
>Tank detachment
For three extra detachments, meaning a maximum of three officers if I upgrade them or one unupgraded centurion using the extra slot benefit. This doesn't scale well at all, it's so much character bloat
