Silent Hill is pretty much always the best answer, regardless of whether it's SH1 or SH2 themed.

Seriously, people always seem to underestimate Raccoon City because lolzombies. If you take away plot armor, all it takes is a single infected crow to swipe you from the air, and bam, you're infected. That's it, you're done.
