It isn't even a race thing at this point, they let violent criminals go freely even though most crime could be reduced by eliminating repeat offenders. Drug use could be curtailed by just punishing manufacturers (and cutting off the ingredients from China). Sexual offense could be non-existent if repeat violent rapists were removed from society.
If the state doesn't do a crackdown, it places more power in the hands of criminals. In my city, most shopkeeps avoid confronting them because if they don't kill the thieves they will either get cut and killed themselves, or the criminal will just be released.
This is the opposite of governance, they are literally de-monopolizing the legitimate use of force.
